Charleston, West Virginia

Charleston is the capital and most populous city of West Virginia, with 48,864 residents at the 2020 census and an estimated 46,482 in 2024, according to Wikipedia. It sits at the meeting of the Elk and Kanawha rivers, and the metro area holds about 203,000 people. This is a small city, and its paychecks come from a short list of big institutions. Budgeting in Charleston is rarely about a shortage of income. A steady check just leaves less room than it looks like it does, which is the gap a budget app for managing money in Charleston should close.

Three kinds of steady

The West Virginia Encyclopedia’s list of top Kanawha County employers for 2023 includes Vandalia Health, which is the Charleston Area Medical Center system, the county school system, WVU Medicine and the state itself. In other words, the city’s economy runs on hospitals, schools and state government, with a chemical manufacturing history that still shows up in the region’s map. The University of Charleston is also here, and West Virginia State University is nearby.

A nurse, a teacher and a state agency employee have one thing in common: a regular pay date, with insurance and retirement deductions already taken out. That is good for planning, but only if you plan from the right number. Always start with the net amount that reaches your account, not the gross number on your offer.

What the new tax cut does to a stub

West Virginia has been lowering personal income tax rates. EY reported in April 2026 that a new law, SB 392, lowers the top marginal rate from 4.82% to 4.58% and reduces each lower bracket by roughly 5%, retroactive to January 1, 2026, with an updated withholding formula available. Brackets run in five steps, with thresholds around $10,000, $25,000, $40,000 and $60,000 according to Thomson Reuters.

You do not need to memorize any of it. If the withholding formula changed, your net check changed, and the plan should be built on the newer figure. Compare your last stub with the one before and enter the larger of the two only if you are certain it will repeat.

A capital city with a slowly shrinking map

Charleston’s population has declined since the 2020 census count, from 48,864 to an estimated 46,482 in 2024. That says nothing about your income, but it does shape the rental market, the number of employers hiring and the range of choices if you need to change jobs. A household with one steady employer and a thin local job market has a reason to hold a bigger cushion than one in a place with many employers.

Treat the cushion as a line in the plan. If your regular check leaves $600 at the end of the month, decide how much of that goes to savings before you decide what goes to leisure. A small figure each month adds up faster than most people expect.

Heat, light and the hill roads

Appalachian Power is headquartered in the Charleston area, according to Wikipedia, and electricity is a standard line on a household here. Winters mean heating, summers mean a fan or air conditioning, and many houses have older insulation. Update your utility line when the bill changes, and consider a budget billing plan if your utility offers one. Hilly roads are also hard on tires, brakes and suspension, so a monthly car-repair slice is more realistic than a repair surprise.

If you commute from South Charleston or Malden, count the fuel and the time. The neighboring areas share shopping, jobs and roads, and many people live in one place and work in another.

Downtown weekends

Charleston’s weekend calendar is anchored by Capitol Market, the Town Center mall and, in early July, the Sternwheel Regatta along Kanawha Boulevard, which was revived in 2022 and now takes place on Independence Day weekend. None of these is expensive on its own. A farmers’ market morning, lunch, a ride and a fireworks night on a holiday weekend can add up.

Set a weekend reserve before the holiday and let it be the limit. For small-city households, a bigger risk than a single big purchase is the slow drift of small ones. The reserve is a way to see the drift while you still have time to change it.

River flooding

The Kanawha River flooded much of Charleston’s lower-lying areas in 1961, and the city’s location at the junction of two rivers is a reminder that water is part of the picture. Check what your renter’s or homeowner’s policy covers. If you need a separate flood policy, it belongs on the fixed list.

A school paycheck and a hospital one

Start with an imagined school employee. Net pay is $3,050 a month. Rent is $950, car payment and insurance $430, electricity and heating $190, internet and phone $125, student loan $240, groceries as a fixed $380 and a monthly slice of $60 for repairs and annual bills. Fixed expenses total $2,375. With a $120 weekend reserve, the month leaves $3,050 minus $2,375 minus $120, or $555.

Then an imagined hospital worker with one overtime week. Regular net pay is $3,400 and the overtime week adds $410, for $3,810. Rent is $950, utilities $190, internet and phone $125, car payment and insurance $430, groceries $380 and a $60 slice, the same as above, plus a $300 credit card payment. Fixed expenses total $2,435 and with a $150 reserve the month leaves $3,810 minus $2,435 minus $150, or $1,225 including overtime, or $815 without it. The $410 gap is the part to decide on, not the part to assume.

First move: enter the net check, the six fixed lines and the annual bills as a slice, and see whether the number matches your instinct. Add your net pay and your heating bill, then see what a steady check actually leaves →

Retirement, credit union and a coworker’s gift fund

School and state retirement plans, a credit union account and a small emergency fund can be entered as lines with a balance and a date. Nothing links to those accounts, and the app gives no investing advice. A coworker’s share of a gift or a carpool belongs under money owed. To see how the pieces fit before entering anything, read how Monthly works.

Why manual works in a small city

A small city makes it easy to know your bills by heart and still miss their total. Typing each one in puts them on the same screen. With no bank link, nothing posts to the plan except what you entered, and what you see is a record of your own decisions.

On the day the next check lands, put it in first. Enter your net pay and this winter’s heating bill, then see what the month leaves →

Frequently asked questions about Monthly in Charleston

Everything you need to know before you start.

West Virginia cut its income tax rates this year. Will my paycheck show it?
Possibly, a little. EY reports that a 2026 law lowers West Virginia's top marginal personal income tax rate from 4.82% to 4.58% and trims each lower bracket by about 5%, retroactive to January 1, 2026, with an updated withholding formula. If your employer applied the new formula, your net pay is slightly higher. Enter the figure on your latest stub, not the old one.
I work for the state and my check is the same every pay period. Why would I need a plan?
Because a fixed check makes the quiet bills easy to miss. Heating oil or gas deliveries, car repairs on hilly roads and an annual premium all arrive on their own schedule. Add them as monthly slices and a steady deposit finally shows the real room in the month.
Is a nurse's overtime week worth building into the plan?
Treat it as extra, not as base. Hospital systems are among the largest employers in the Kanawha Valley, and overtime and shift differentials change from one pay period to the next. Plan the month on your regular pay and enter the extra when it is deposited, so an overtime week becomes a decision about savings.
The Sternwheel Regatta and the July Fourth weekend are close together. How do I plan for them?
The Charleston Sternwheel Regatta is held on Independence Day weekend along Kanawha Boulevard, according to Wikipedia. Because the holiday, the cookout, the fireworks and the festival all fall in the same few days, set a single weekend reserve for it in June and treat what is left on July 5 as what you can still spend.
My building sits near the Kanawha or Elk River. Should flood cover be in the budget?
Check it. The Kanawha River flooded much of Charleston's lower-lying areas in 1961, and Charleston sits where the Elk and Kanawha rivers meet. Many renter's policies exclude flood damage, so ask your insurer, and if you need separate cover, add the premium to your fixed lines.
